Scientists in South Florida say there have been many warnings of the water quality crisis. "We should stop polluting the groundwater because in Florida that groundwater that our septic tanks discharge into just bubbles up right in the bay, " Fourqurean said. "We have to stop. " Last week's algae bloom prompted fears that the fish kill wasn't over, but the winds and currents pushed it out of the bay. Dozens of demonstrators marched in protest on Saturday in North Bay Village. The crowd included waterfront residents, swimmers, paddle boarders, and others who regularly enjoy the beauty of the bay and have seen a decline. On Monday, the Biscayne Bay Task Force submitted a report to the Miami-Dade County Commission with more than 60 recommendations — including what they say is a need to switch 100, 000 homes from septic tanks to sewer lines.

Old, leaky septic systems are an obvious problem. But even when they work correctly, septic tanks aren't a great idea on the coast because there's not enough soil to filter waste out of the water coming out of the tanks before it flows into the bay or into the groundwater supply. Rising sea levels will make this problem even worse, the grand jury said. A Miami-Dade County grand jury said, "Biscayne Bay is at a tipping point. Without corrective action, the declining quality of this body of water may become irreversible. " (National Park Service) In addition, the grand jury report described how excessive nutrients, particularly nitrogen and phosphorous, are leading to harmful algae blooms in the bay.
